Water Activated?

There is one photo showing the tape where there is a sponge. That is the only indication it requires water. Nowhere does it say that the packing tape adhesive must be water activated. We have ordered a dispenser because our production is to high to do it by hand. Lesson learned on our part. We will mark to reorder for now. But if it does not hold up to the claim that a single piece is all that is required we will not.
