Residue over entire front of shirt

I wanted to love my shirt. The colors are vibrant and print detail was good. Unfortunately, on this black shirt, some sort of residue was left over in the shape of a very large rectangle, and even after over 3 washings, it is still there. It feels a little tacky and picks up fibers. Rolling it with a tape roller visually makes it better, but it feels tacky and not like clean cottton on the front print area. I would not order other shirts based on this defect.
