There is one photo showing the tape where there is a sponge. That is the only indication it requires water. Nowhere does it say that the packing tape adhesive must be water activated. We have ordered a dispenser because our production is to high to do it by hand. Lesson learned on our part. We will mark to reorder for now. The stickers themselves are great, but they were shipped in a cardboard folder like package that arrived totally bent and folded. I was worried this would impact the efficacy of the stickers, which it didn't, but I could see that being an issue for other sticker designs.
