Love the Design but Doesn't stick well

I love the design of the custom packaging tape. Is this tape supposed to stick to the package in lieu of clear packing tape or as a decorative touch? I followed the instructions on how to activate the adhesive but even still, it would not stick on its own. I still had to use the clear packing tape on top of it. That was disappointing. The required question below is would you order again? Although I will choose yes below because my real answer of "I don't know" is not available.
