Why does this tape need WATER and a SPONGE to apply?

I would've never bought this tape if I realized you need a bucket of water and sponge to apply. In fact, why would you even sell tape with a bunch of extra steps to apply. We bought this for our business and it absolutely will not work because of the extra processing needs. In fact, we use several styles of tape in our shop and this was the first time I've ever heard of this. Terrible idea from a manufacturing perspective. Would not order again. This tape is useless.
