very poor detail, poor customer service

i submitted art sized for 3.9" x 1", they submitted me a proof resized to 1.85"x 1". i replied and told them to use the original size as these are packaging labels. what i recieved was a very low detail image that you cannot read sized to 1.85x1 and they just left white border around the original image
