There is one photo showing the tape where there is a sponge. That is the only indication it requires water. Nowhere does it say that the packing tape adhesive must be water activated. We have ordered a dispenser because our production is to high to do it by hand. Lesson learned on our part. We will mark to reorder for now. Having been in the ecom shipping business for 11 years, this is the best tape and best value in the land. Strong and stays on well, but if you are doing full-print, note that this will make the tape stiffer, so you need to wet it down really good and make sure it sticks well. By far the best deal readily available to US sellers unless you go to China.
