They came out more blue than black, and smaller than I thought

I used to love Sticker Mule. We used them for years to print our business labels. It's been a couple of years since I've needed a new stickers. Out of loyalty, I went back to them. I submitted my artwork. The proof came back with items on it that I didn't ask for and weren't part of the submitted work. Now, my order comes in and it's some other customers stickers. What's going on?

The shirt material is cheap and itches my skin. The torso part is big and the sleeves are tight. The print quality is also cheap. I would not recommend this.
