bizarre goopy streaking all over T-shirt

I was really excited about ordering this item. The colors really popped on the black T-shirt. However, there was white sticky substances in three different spots on the T-shirt. I was quite disappointed as this was a custom order for a client. When I reached out to customer service, they just suggested I wash it as a solution. After washing twice, the sticky substance was still on the shirt I love sticker mule for all of its sticker products, but this might not be the best product to go with!
